Le Rapport sur la politique monétaire est un rapport trimestriel du Conseil de direction de la Banque du Canada, dans lequel celui-ci fait état de son scénario de référence relatif à l’inflation et à la croissance de l’économie canadienne, ainsi que de son évaluation des risques connexes.
Rhys Mendes Rhys R. Mendes was appointed Deputy Governor of the Bank of Canada, effective July 2023. In this role, he oversees the Bank’s economic and financial research, its analysis of international economic developments and he serves as the Bank’s G7 and G20 Deputy. As a member of the Bank’s Governing Council, he shares responsibility for decisions with respect to monetary policy and financial system stability and for setting the strategic direction of the Bank. At the time of his appointment, Mr. Mendes was on secondment to the Department of Finance, where he was serving as Assistant Deputy Minister. Prior to his secondment in 2021, Mr. Mendes had been the Managing Director of the Bank of Canada’s International Economic Analysis Department. He was responsible for the management and strategic direction of the department, providing rigorous and timely analysis of global economic conditions as well as advice on monetary policy and international policy issues. He also led large parts of the Bank’s work to review the monetary policy framework for the 2021 renewal of the inflation-targeting agreement with the Government of Canada. Mr. Mendes joined the Bank in 2004. He held increasingly senior positions before being appointed as Deputy Managing Director of the Canadian Economic Analysis Department in 2013, Managing Director of Economic and Financial Research in 2016, then Managing Director of International Economic Analysis in 2017. Throughout his career, Mr. Mendes has contributed to development of the Bank’s economic modelling and has been an expert in monetary policy framework design and international economic policy issues. Born in Richmond Hill, Ontario, Mr. Mendes holds a BA in economics from York University, and an MA and PhD in economics from the University of Toronto. Nicolas Vincent Nicolas Vincent was appointed external Deputy Governor of the Bank of Canada for a two-year term, effective March 2023, with the term extended by one year in 2024. In this role, Mr. Vincent is a member of the Bank’s Governing Council, which is the Bank’s policy-making body responsible for decisions with respect to monetary policy and financial system stability. Mr. Vincent is a professor of economics in the Department of Applied Economics at HEC Montréal and co-chair of the Business Cycles and Financial Markets research theme at CIRANO (Centre interuniversitaire de recherche en analyse des organisations). Mr. Vincent began his career as an economist at the Department of Finance Canada in 2000. From 2007 to 2012, he was an assistant professor at HEC Montréal, then an associate professor from 2013 to 2021. He was appointed as a full professor in 2021. He has been a visiting and adjunct faculty member and researcher at numerous institutions, including Columbia Business School, INSEAD, the Banque de France and the Kellogg School of Management. Mr. Vincent was the 2021 recipient of Marcel Dagenais Award for Outstanding Contribution to Economic Research in Quebec and Canada as well as the recipient of a 2022–26 Social Sciences and Humanities Research Council Insight Grant. He was the winner of the Young Researcher of the Year Award at HEC Montréal in 2012 and has won multiple Teacher of the Year awards from HEC Montréal and INSEAD over the course of his career. Born in Trois-Rivières, Quebec, Mr. Vincent holds a Bachelor of Commerce degree in applied economics from HEC Montréal, a master’s degree in economics from Queen’s University and a PhD in economics from Northwestern University. À ce titre, il supervise les activités de recherche économique et financière de la Banque et les analyses qu’elle fait de l’évolution de l’économie internationale, et représente l'institution au G7 et au G20. Avec les autres membres du Conseil de direction de la Banque, il partage la responsabilité des décisions touchant la politique monétaire et la stabilité du système financier, ainsi que de la formulation de l’orientation stratégique de la Banque. Au moment de sa nomination, M. Mendes était en détachement en tant que sous-ministre adjoint au ministère des Finances. Avant cette affectation en 2021, il était directeur général du département des Analyses de l’économie internationale de la Banque du Canada. À ce titre, il veillait à la gestion et à l’orientation stratégique du département, chargé de réaliser des analyses rigoureuses et ponctuelles de la conjoncture économique mondiale et de fournir des conseils sur la politique monétaire et les enjeux liés aux politiques internationales. En outre, il a dirigé une grande partie de l’examen du cadre de politique monétaire mené par la Banque en prévision du renouvellement, en 2021, de l’entente relative à la cible de maîtrise de l’inflation conclue avec le gouvernement du Canada. M. Mendes est entré à la Banque en 2004. Il a gravi les échelons et a été nommé directeur général délégué du département des Analyses de l’économie canadienne en 2013, directeur général de la Recherche économique et financière en 2016, puis directeur général du département des Analyses de l’économie internationale en 2017. Tout au long de sa carrière, M. Mendes a contribué au développement de la modélisation économique à la Banque, en plus d’être un expert dans la conception du cadre de conduite de la politique monétaire et les enjeux liés aux politiques économiques internationales. Originaire de Richmond Hill, en Ontario, M. Mendes est titulaire d’un baccalauréat en économie de l’Université York, ainsi que d’une maîtrise et d’un doctorat dans la même discipline de l’Université de Toronto. Nicolas Vincent Nicolas Vincent a été nommé au poste de sous-gouverneur externe à la Banque du Canada pour un mandat de deux ans. Il est entré en fonction en mars 2023 et son mandat a été prolongé d’un an en 2024. Dans ce rôle, M. Vincent fait partie du Conseil de direction de la Banque, qui est responsable des décisions touchant la politique monétaire et la stabilité du système financier. M. Vincent est professeur titulaire d’économie au département d’économie appliquée de HEC Montréal et coprésident du thème Cycles économiques et marchés financiers au Centre interuniversitaire de recherche en analyse des organisations (CIRANO). Il a débuté sa carrière d’économiste au ministère des Finances du Canada en 2000. Il a été professeur adjoint à HEC Montréal de 2007 à 2012, puis professeur agrégé de 2013 à 2021. Il a été nommé professeur titulaire en 2021. Il a aussi été professeur auxiliaire et chercheur invité auprès de nombreux établissements, dont la Columbia Business School, INSEAD, la Banque de France et la Kellogg School of Management. M. Vincent s’est vu remettre le prix Marcel-Dagenais 2021 pour sa contribution remarquable à la recherche économique au Québec et au Canada, ainsi qu’une subvention Savoir du Conseil de recherches en sciences humaines pour la période de 2022 à 2026. Il a reçu le prix du jeune chercheur de l’année à HEC Montréal en 2012 et celui du professeur de l’année à plusieurs reprises à HEC Montréal et INSEAD au cours de sa carrière. Originaire de Trois-Rivières, au Québec, M.
